Pat McLoughlin, B.A., L.L.B., M.B.A., joined IPSO as Chief Executive in August 2007. Previously he had extensive experience in senior management positions in the Public Health Service, the more recent being Deputy C.E.O. of the Health Service Executive. He is the Irish banking representative at the decision making plenary of the European Payments Council and is a member of the European Commission's Payment Systems Market Expert Group.

Russell, MBA, MIB, QFA, Head of Strategic Development, works with the public sector on national payments issues, coordinates IPSO's Strategy Working Groups' activities, represents Ireland on the EPC Mobile Channel Working Group and also IPSO on the NPIP Advisory Group. Russell has 30 years experience with Bank of Ireland, most recently as Group SEPA Programme Manager, was a board member of Mobey Forum for four years and has worked on Irish and European payments industry bodies.

Jennifer, BA Hons, MMII, is responsible for the creation and implementation of IPSO’s annual marketing plan including market research, event management, website development and communications activities.
Jennifer brings twelve years of marketing experience, eight of which were gained with a national household brand at Laser Card Services Limited, a company for which she continues to provide marketing and management support. Before working in the financial services sector, Jennifer worked in a marketing consultancy after starting her career in an advertising agency.

Úna Dillon is Head of IPSO Card Services. As well as being Manager of Laser Card, the Irish owned debit card scheme, Úna developed IPSO Card Services to examine payment card security and fraud issues and to monitor relevant legislation and regulations. The department is responsible for all anti-fraud activities relating to the Irish cards industry through the work of the IPSO Card Fraud Forum. As Head of Communications, Úna is the central public relations industry contact for broadcast and print media.

Paula is the Company Secretary of IPSO, IRECC and IPCC and is responsible for ensuring that the companies are in compliance with their corporate responsibilities. Paula’s responsibilities include project management and coordination of the operational activities of IRECC and IPCC. She is also responsible for accounting and finance (including payroll, budget and internal audits), health and safety, property and general management.

Martin joined IPSO in 1999 and is chairman of the Irish TARGET2 User Group and the Irish representative on the European banking industry’s TARGET2 Working Group. He is also the Irish banking representative on the European Payments Council’s Cash Working Group. He provides the secretariat function to the SWIFT National Member & User Group in Ireland. Prior to joining IPSO, Martin held a number of retail and treasury positions in National Irish Bank.

O’Neill SEPA Programme Manager with Additional Responsibility for the Domestic Direct Debit Scheme
Michael O’Neill is co-ordinator for the implementation of the Ireland National Plan for SEPA, with specific responsibility for monitoring delivery by members of agreed milestones. He represents Ireland on various European Payments Council working groups and the EBF PSD Expert Group. As Direct Debit Scheme Manager he ensures that all participants in the scheme comply with the scheme rules and works closely with key stakeholders to promote increased usage. Michael was the main driver in developing the Paperless Direct Debit proposition and the next day value service for single-shot payments. |
